I am wondering if it's alright (legally) or even possible to modify the user web pages.
For example, I would like to modify the /user-password page and the webmail page to include my logo and instructions. Can I do this?

This is purely speculation, but, I think that is fine as long as you include any GPL license info and it would be polite, cool and prudent to credit those that created the contrib/software to begin with.
Also contacting those that created the contrib/software before making any changes would probably be a good idea.
Many fine folk have worked hard to create quality contribs and shared them with us that are not programmers. I for one am very grateful.

I agree with Lewis, I do the modification just for easy management and the unity of User-interface, and also, test to do Translation (Eng to Chinese...... but failed as the Formagic causing trouble to my modification.....)
What I think OK is to add some words as a services provider, (which is a true role that you have committed to.) and to keep all the related names and copyrights to those who entitle to it. In the World of Linux it is quit common. (Or else, we do not even have the right to touch the Linux like we have today.....)
But if you do nothing, but just to take the good work of others...... I guess no.
In many case, it is not easy to avoid the user to request us to add their company name to the header and footer, and for a better image on behalf of the user to accept "Linux" as part of their company solution...... we have to do some dirty job, just a make them feel free to dump their NT server and join the Linux world......
The setting of Footer are in "/usr/lib/perl5/site_perl/esmith/cgi.pm" and ¡§util.pm¡¨
And the footed template and header jpg files are in "/etc/e-smith/web/common"
I guess we all face the same problem, our users are more and more demanding on the User Interface they use, and are giving more and more request to us on "UI" issues. I can understand it, but I will keep every single GPL and other name related in the sources code.
I guess you guys will agree with this.
