Hello,
I would like to install Simple Expense Manager ; http://www.angelfire.com/tn3/petbath/ ;
which is a Perl Script/ CGI Bin web app. I read about it in Linux Journal.
The install states "** YOU MUST INSTALL "Apache::Htpasswd" module before going ahead here."
Ok, I am comfortable with PHP/MySQL apps and RPM usage, but I don't know that much about CGI apps.
How do I determine if the Apaceh:Htpasswd module is installed on my SME 5.6b7 box?

I don't think it comes installed on SME. You will need to either make, or look around for, a rpm of that Perl module. Have a look at rpmfind.net I'm pretty sure you will find what you want there.
After you install the module, put the script in the cgi-bin directory of an ibay, or primary web site, (make sure that you have cgi's enabled in the server-manager for the respective ibay) and then follow the install directions with the script. I've installed it before and it worked fine.
