Title: Default Home Dir. Permissions

Is there a way to change the default permission values for home directories?  I want the directories to be set at 700 and file creation to be set at 600, both at the Linux level and the Samba level.  I know how to do it outside of e-smith - I'm just wondering if there are some configuration files that would make it easier to change the defaults.
