I was just wondering why netatalk has two configuration folders (/etc/netatalk and /usr/etc/netatalk) -- it appears that the template is for /etc/netatalk, however, it appears that netatalk uses /usr/etc/netatalk for the actual configuration information .. what gives?

That is no longer the case in 5.6.

The netatalk developers took a while to make their minds up. That caused us rather too much grief during 5.5 development :-)

Cool.. thanks for the info ... sooner or later that server will be upgraded to 5.6 .. but the uptime has been so good it would be a shame to see it shutdown for the upgrade.. hehe..
