Title: bandwidth management

Hi,

I have a building shared by multiple companies. I wish to provide broadband for all the offices.  I need to ensure the following is observed:

- all the companies have separate networks and remain independant of each other
- they have access to the broadband connection
- they connect to the internet with a password (just as if you connect to an ISP)
- some may require less bandwidth, so I need to be able to 'throttle' the bandwidth per office, ie. a small, single PC office may require only 128K and others 512K.

I have been hearing about VLANs, so I imagine to control the separate networks bit I may have to use a managed switch that can do VLANs (unless, of course there is some way of having E-Smith do it?)

How do I control the users' internet connection with a username and password?

Furthermore, this bandwidth control & management thing. How do I get something like this setup? Preferably some sort of console type thing...

If there is anyone who can help me plan this network and the software / hardware required, I am willing to pay a small fee for your time.
