Are you sure he did not exceed his quotum? Files stored outside his home folder also count. If for example your user stored a huge file on a public ibay, he will have exceeded his quotum, regardless of how empty his home folder is.
Try "find /home/e-smith/files/ibays -user daley" and you might find some unexpected disk usage.

One of the three users that say they are over the quota has never been used. The other two have only been used for email and their total email is far below their quota. Since I'm the only one with the password for those accounts I would know if I added files to anywhere with those accounts.

Ops didn't read to the bottom of your message Michiel before I replied. I used the "find" comand line you gave me and I did find some unusual things. Only question I have now is now could those ownerships have changed? It looked almost like a patteren of the three different users being assinged to files in a 1.2.3 kind of order. Since those users have never been used there shouldn't have been any changes to those ownerships.

Could have a number of reasons, ranging from a lousy backup/restore to being hacked. You'll have to give us a bit more detail if you want a meaningful reply.
Did you ever restore those files from a back-up?
-
Yes those files did come from a backup. So that probably explains it.

Hi,
If u take a look at the below snapshot, this will shown all users in the quota setup, however, some users are missing in the quota... WHY?
[root@sme root]# repquota -avu | more
