E-smith is great, but is there any chance of incorporating a interface to restrict web-access on a per user base.

I believe that you can do that by configuring squid to require
proxy authentication and authorization. Read the squid documentation thoroughly to work out how to do it (or hire a squid guru), then read the design documentation on www.e-smith.org to find out how to customise the e-smith server.

Please share your changes if you get it working to your satisfaction.
