Title: Problem with Chars. ñ,Ñ,á,é,í,ó,ú

Here in México as you should know, we speak spanish as our main language, so we use a lot of ñ,Ñ,á,é,í,ó,ú characters.
 
In a Windows enviroment network some users "saved" files containing these kind of chars. in the name of the file, to an e-smith 4.1  i-bay, (i.e. cotización de material), till then no problem, we can read those files OK.
But when we try to modify the file or delete it windows doesn't let us, windows display a dialogue message, something like "file is no longer available or missing.....blah.... blah....."

I went to the console and "ls |more" the e-smith folder, the files were there but the ó character is no longer a ó it is something else, some other character, But windows still displaying the file with the ó character correctly.

What can I do to solve this issue. (Instead of not using this kind of chars.?)
