When you define a ibay as public and beloging to a group,is their a way to use group or regular users/password

maybe I should explain  what I am needing .

I need to setup multiple users and multiple groups and then assign  a user to only 1 or 2 of these groups  based on their need.  now  this is the part that would help is if a ibay would allow internet access based on their user name and pass instead of only ftp access
