Title: Throttling Bandwidth for Outgoing Emails

I was wondering if there was a way to throttle bandwidth for outgoing emails, so that people can still use the web whilst large emails are going out?

If there is no software solution, we are in the process of changing from dialup to ADSL and will need an ADSL ethernet modem.  I know some ADSL modem/routers can accomplish this but is it possible without the router (don't want the router component because it apparently causes problems with SME Server).  I am looking on the Australian market for an ADSL modem.
