Title: php fopen

I'm trying to add a few 3rd party mods to my phpwebsite install & it looks like the mods need fopen to be on.  (just guessing at this point).

I've been trying to figure out a way to enable the php fopen setting for a few days now, but
I'm not actually sure how I'm supposed to do this.... Template? setprop?

I would appreciate any help/pointers that people can offer.
