Title: How to secure equal access for all users of a LAN?

Is there any kind of plug-in that will ensure that all the users have a equal amount of bandwidth when accessing the Internet?

No known contributed plug-ins for that.  If you do do any work on this or investigate bandwidth control utilites, please share your findings in the Advanced User Forum or devinfo list.

I'm certain there exists apache module(s) that do this sort of thing.  Try searching at apache.org and/or freshmeat.
