Title: User Panel - Importing Bulk Users

I'd like to see enhancements to the user / group panels to provide a facaility to import users / group / alias / password / quota information from a text file.  These tools are built-in to most server configs today and SME would benefit greatly - especially in the education environment - from this addition.

some days ago i've seen a contrib for ist.
but i don't remember when or where.

i tried checked out and the scripts work perfect.
