Title: Install.php Opens as a download file when trying to run?

Ok guys ive seen this before on another forum somewhere.

When trying to run http://mysite.com/phpBB2/  or
http://mysite.com/phpBB2/install.php   or
http://mysite.com/phpBB2/install/install.php

It wansts to download the file, Or in Opera it actually opens to jibberish stuff.

Can you point me a place to start looking where the problem is?
