Title: Webmail from outside the localnetwork

How can I make the webmail visible from outside the local network? From outside I can reach my starter webpage, (that I believe is held in primary), but cannot access the webmail. Sorry I am a bit of a noobie to this, but am eager to learn.

The answer to this one is in the manual, Chapter 16 Webmail.

Log into the server-manager, and select E-mail
Then there is an option "Enable/Disable Webmail" It is highly recommended that you select the "Enabled (secure HTTPS access only)" option

Then you can log into webmail https://www.tofu-dog.com/webmail/

Of course replace 'www.tofu-dog.com' by your server name.

Ah yes, sorry, I realise now I had done this, but is there a way to make the /user-password page visible from the external network?

First get the User Manager Panel (http://no.longer.valid/phpwiki/index.php/User%20Manager%20How%20to) contrib.

The best way for users to access from the external network (internet) is by VPN. There are other ways but they are a lot less secure.
