Title: Limiting httpd bandwith?

Is there an RPM to control httpd bandwidth like the SME FTP Manger:(http://www.muzo.homeip.net/nest/contribs/HowTo/howto-SME-FTP-manager.htm)

That is an excellent tool, but I could really use it for httpd as well.  Any help is always greatly appreciated.
