For example, lets say i have a setup (like duncans:)), where i'm at home, but i make calls over ip to an SME server at work(running asterisk with voip hardware) which passes it onto the real phone network thus making a call.

Do telstra allow this?  And if so, does that mean i'm allowed to make australia wide calls at local call costs by having a server running asterisk in each state?

Thanks and sorry about the noob questions, i'm a little confused right now.  But trying to learn:).

 Cheers.

So long as the hardware you use to connect to the network is austel certified there are no issues.

I have customers between my location and Perth running single ip phones off various telephone systems. It is simply the way things are heading.
