Title: Adding users from user-manager is it possible?

I would like to give administrative privledges to add users to a user. Can this be accomplished through the user-manager website?

not in standard user-manager (https://SMEserver/user-manager).
but you are free to modify the user-manager.

Is it also possible to give a user manager the permissions to add a computer to a domain, or can that be done only by the admin?
