Title: have modem tar but need rpm, please help!

I have a tar but am lost says to make a rpm but it just gives errors....I have a rpm I got from here. Is there any one who can help me make a rpm from this file http://www.smlink.com/main/down/slmodem-2.9.10.tar.gz I am new to linux and need a little help! can not get fax to work with out it. for halafax.This is a common modem but no rpm?

Which SME 6.0+ has

But

You may want to get the srpm and recompile it on a radhat 7.3 box.

I forget the command but it's a single command to rebuild an rpm out of an srpm.
