i just got an sme server going.
i was wondering if i could get sme to do this:
internet in(static ip) ---- [[[sme server]]] ---- (2 different) nat address range(on seperate nics)**
and from the sme server, on another nic, have static ips for where all my servers will be.
** these interfaces need to have both nat and internet cache. the server interface does not need nat or cache
++ all of these interface need to be bandwidth limited by ip/ mac address.
could sme server do this for me, and to what degree of difficulty?

You'd probably be better off using an appliance more suited to the task.
Maybe something like Astaro http://www.astaro.com/ or possibly mOnOwall http://m0n0.ch/wall/index.php would suit?

i am trying to use m0n0wall, but it doesnt have an internet cache on it.
and astaro costs money.

anyone have an an idea of software that can do what m0n0wall does and it can internet cache ?

Try IPCOP (http://www.ipcop.org/) or Smoothwall Express (http://www.smoothwall.org/)
Both have Web proxy, if this is what you are looking for, but IPCOP is my choice.

There are various hacks to introduce traffic shaping in ipcop. I am currently using CBQ on ver 1.4 with excellent results.

how hard is it to implement cbq on ipcop?
or is there possibly a distibution that has it preinstalled?

I am currently testing a new modification that has been ported from smoothwall to ipcop.

It looks very good but not for the noob. You will need a good understanding of HTB.
Once I get my head around it, I would like to port it to SME as it is exceptional.
Your other option is to use SME as it has all this built in. You just have to get your hands dirty and edit the files directly. This wouldn't be such a bad idea as you will end up with a better understanding of how it works.
Also you will have a box that can do so much more...
There is a addon that will allow you to control CBQ from the server manager floating around somewhere...
