In your mambo config file you can change the default /tmp directory to something else. Just follow the mambo instructions, it is all there.
I have installed mambo, there was no trick to it, but just a hint if the ownership of your files gets screwed up by editing and ftp'ing then just go into the server-manager and reset the permission to write=group, read=group (group being the people you want to have write access to the website) and then it will be fixed.

I have several installatons of Mambo 4.5.1 running on SME servers. The simplest way to complete the install is to just ignore the /tmp not writeable message. proceed with the install. At the final install screen, Mambo will prompt you with the code which you need for your config.pgp file.
Copy this data and write it to a file called configuration.php (in the same directory where configuration.php.dist sits). Then you are good to go.
Don't forget to delete the /install directory.
