Title: is there a way to specify bandwidth

Is there some kind of a tuul or any way to configure the max bandwidth per computer, ip or mac address?

I need this very mutch as one of the computer (on the LAN) downloads a lot and usually at daytime, when i would like to use internet. by that he eats up all the bandwidth and there is nothing else to do than pull the plug on him.

Once i tried to go to e-smiths page, but it took me 5 min to open the home page, but after i had pulled the plug the pages opened up in 5 sec (wich is quite good as i am in Europe)
