Hi Garret, I have contacted my isp, I have posted messages on the forum, I Have done just about all I can, I have done what everyone has asked me to do and still I have the same problem.

Is it possible that maybe my ip 61.9.212.66 has been added to a spam list or been black listed or apache has blocked a range of ip.

I am still unable to access contribs or even email @contribs with my static ip, everyone has been very helpful with suggestions, but the end result is always the same.

Looks like that's not the problem
