Title: Turning off dial-on-demand

How can I turn off dial-on-demand?  The documentation hints that this is possible but doesn't explain how.

Look in the readme files in  ftp://ftp.e-smith.org/pub/e-smith/contrib/StephenNoble/RPMS/noarch/
