Hi electroman00 - first, as an ex-electrician, I gotta say I like your nick!

The wiki link you refer to is the original proposed constitution that Paul (Aldo, Cranky) created. We (including Paul) are reworking this doc a bit (although the original gives a good general idea).

The first section that is approximately "Done" is posted in the forums, here:
