Does this distribution come with mysql, php or would that have to be a seperate download, also if it does is there a control panel for mysql?

it does come with mysql and php, but there are no panels for these.  Only command line.

Install phpmyadmin to get a nice web GUI to drive msql databases.
Access it using
https://www.yourdomain.com/phpmyadmin
There are contribs here, search.
