When was the last time these docs were updated? After even downloading version 7 I noticed once again they changed some of the folders again...
Is there a programmers guide we can read?
#1 How do we make our own Panel? Where is the config file actually at?
#2 Where is the Perl Text:: Guide ?
Why dosn't this work anymore and why wasn't it removed or updated?
/sbin/e-smith/signal-event conf-userpanel
It seems odd they tell me to edit this file:
# heading : Configuration
# description : Your New Server
# navigation : 2000 2200
Placing "#" in front of something means it isn't read.
am I missing something here?

Yes, sadly, there are a lot of old documents lying around and not many recent ones. I'm sure the docteam would love some help getting the docs up-to-date.
As for writing panels, have a look at the smeserver-yum package from 7.0alpha - it's relatively clean and simple.
