Title: server-manager access for standard user account

I would like to give a skilled user access to the server-manager console on his SME 6 server (ex. http://server/server-manager) without giving him/her the admin/root password.
Is there a way to modify his/her account and modify some permissions to allow for this?
The end result would be the skilled user adding his own user accounts and possibly reboot the server without intervention from the I.T. staff (which is off-site and volunteer).

Please do a search before to ask.
There is a contrib (user-manager?) who does exactly that. You can delegate functions to users and user access by https:server/user-manager/
