How were the # Users limits on the server categories
determined?

We arrived at the # user limits for the system categories through guesswork based on our experiences deploying servers for local customers. We picked conservative limits to minimize the possibility of anyone being unhappy with system performance.  As we get feedback from more users, we'll refine these numbers.
