How do I get to PHPMyAdmin to manage a MySQL db on SME 7.x?

Well you didn't look very hard! A search of phpmyadmin would have yielded you many results and your very first choice would have taken you here:

Which leads me to the answer for your second question. You do not "get to" phpmyadmin, you have to install it. It is not included in the base installation.

Out of curiosity, are there any security issues or concerns with 2.6.0-13 versus the current stable version of 2.6.4-pl4 or 2.7.0-pl2 ?

The latest can be easily installed by downloading it and installing as you would with any distro.
For security doing the installation manually onto a LAN-only-accessible ibay, you'll be much safer than installing via the rpm.

Thanks for clarifying that...and that is what I have now done..2.7.0-pl2 works fine from lan only ibay 7prerc3...thanks :)
