I have setup the sme 7.0rc3, I'm not able to send email, but I can send email within my domain. But when I delegate to ISP smtp(e.g. smtp.isp.com), I can send email to anywhere. Can I just setup without using any of ISP?

If your internet connection is via a dynamic IP address, most recipient mail servers will reject your direct connections, so you have to use your ISP's SMPT server. What is wrong with that?
If your users are connecting to you server remotely, then they will not be able to send mail via your server - they will have to connect to their ISP's SMTP server - this is to prevent mail relaying and is a documented feature of SME Server

Because our ISP needed to extra charge us for the SMTP server. So I wanted to build by ourself. Otherwise, I need to change another ISP or pay for the it. For my connection is static IP address, so is it possible to do that?

Only if you change ISP. It sounds very likely that your ISP is blocking outbound SMTP and that is why you are unable to send mail. We would be able to provide a better answer if you gave more information about what you mean when you say "not able to send email". What happens when you try?

I've try to try send email it seems no problem, but other side never receive my email. I've already try to send many of different email such as hotmail.com yahoo.com. It never received. :oops:
