Title: User password changing

I have my 7.0 server set to have User passwordstrength = strong.

This works very well.....for the web interface.  I get the proper error when trying to use a weak password.

I am just wondering, if the User presses alt+ctrl+del, they have the option of changing their password.  This option works, and their password is changed on the server.  The problem is that the password checking does not apply to this manner of changing the users password.  So my question is: Why doesn't the server require the strong password when changing the password from windows rather than through the web interface?
