Or reading the developer guide (http://mirror.contribs.org/smeserver/contribs/gordonr/devguide/devguide.pdf) will tell you how the system works... most configuration files are templated. Look for the section about the configuration templates (chapter 8), yo might also want to read the section about the internal configuration database as this is closely related to the template section.
