Could someone point me to the right documentation for understanding how to use the command : db configuration?

Type db at the command prompt. Read various Howtos and these forums for many examples of actual usage.

Read the developers guide, the internal configuration database is documented there: http://mirror.contribs.org/smeserver/contribs//gordonr/devguide/html/devguide.html#CONFIG-DATABASE
