Is it no longer possible to use a floppy image then load from CD on a system where the CD cannot boot under any circumstances?

That's right, its no longer possible to use a floppy image. IIRC someone did a contrib to boot across network or similar.

Download the SmartBoot (http://sourceforge.net/projects/btmgr/) floppy image, write it to a floppy (rawwrite (http://www.chrysocome.net/)) and select Boot from CD from the menu (with your smeserver CD in the drive....).
