Don't quite understand your question.  Are you asking how to change the allowed attachment size in an email?  If so, you need to read this from the wiki:

http://wiki.contribs.org/Email#Set_max_email_size

This only works for outgoing mail ........thanks anyway but i would also like to limit incomming mail

What makes you think that is only for outgoing email ?
