Cannot Create admin account in egroupware 1.4

I have successfully installed eGroupware on a new 7.2 SME with all updates. 
I am using the following contrib http://wiki.contribs.org/Egroupware

It installs fine and I can access the setup with the config-admin with the admin password.

However on the setup.php page, Step 3 - Admin Account if I activate the button it takes me back to the setup login screen. 
In fact if I activate any of the buttons it takes me back to the setup login screen
I have install 1.4.0002-3 and it still does not work
Does anyone have any ideas on why this is not working?
Any help would be very much appreciated.

Reminder:
        - Website open globally
        - https mode enabled with automatic redirection
        - Header-Admin-Login = header-admin, pw = 'admin'
        - Config-Admin-Login = config-admin, pw = 'admin'
        - SME users can login with their user and password (mail auth. method)

Start https://yourdomain.local/egroupware/setup
Login with the Config-Admin (user=config-admin, pw=admin)
ToDo's:
      - Create eGroupWare's admin account with an existing SME account/password
      - Configure Gallery2 if needed


Current configuration:
egroupware=service
    DbName=egroupware
    DbPassword="password"
    DbUser=egwuser
    HTTPS=on
    Name=eGroupWare
    PublicAccess=global

Following DB parameters are allowed:
    # config setprop egroupware HTTPS on/off
    # config setprop egroupware PublicAccess local/global

Don't forget to apply modifications with following commands:
    # expand-template /etc/httpd/conf/httpd.conf
    # service httpd-e-smith restart
