I am not completely clear on what you want or trying to do.
Setting FTP access to be only local and then trying to access it from outside your network (external) will not work, you will need to change your FTP access settings.
If you are trying to access an external FTP site from behind your gateway you do not have to bother about the FTP settings as they concern the settings of the FTP daemon on your SME Server, setting you client to passive is outside the scope of this forum, you will need to read the manual of your FTP client...

I don't believe you can access your server from outside. I always set it to enable passwords from local and remote if I need it: http://wiki.contribs.org/SME_Server:Documentation:Administration_Manual:Chapter11#FTP

That's entirely up to whatever FTP client you are using, and has nothing to do with any SME server setting.
