Title: how can I change least 4 characters long ?

How can I change password  &
  config setprop passwordstrength Users none
config setprop passwordstrength Ibays none
is long as it is at least 7 characters long
how can I change least 4 characters long ?

short answer: you can't

long one: you could, but it's difficult, it's dangerous and everytime you have to update your server is a pain..

While it says sme8 it's still applicable to sme7, and the end result (if you follow all the links/sub links referred to) is that it's still not an advisable thing to do.
