What is the local IP of your sme server, it needs to be in the 192.168.1.xx range.

No. (not with the default setup) ....and it's highly recommended not to do it for so many reasons including security and including you will probably stuff up the whole server.
sme has a GUI control panel called server manager.

No it does not, the IANA (http://www.iana.org/) (Internet Assgned Numbers Authority) defines a few ranges that are to be assigned to private networks only:

10.0.0.0 - 10.255.255.255
172.16.0.0 - 172.31.255.255
192.168.0.0 - 192.168.255.255

The full list of assginments can be found here: http://www.iana.org/assignments/ipv4-address-space

Well if the sme server is in server only mode on a local nework, doesn't the IP of the gateway and the sme server need to be in the same range ie 192.169.1.xx as the gateway being specified is on 192.168.1.1

That depends on the subnet, but most of the times (with a class C, 255.255.255.0) you are right.
