Title: oops .. i broke the panel manager

methinks i broke the panel manager, everything works , but is not organized correctly following an update, i enabled smecontribs in vum as indicated but this remains unresolved, any ideas on how to rebuild the panel manager so it looks right again??

If so you may need to look here http://wiki.contribs.org/Translations#Outdated_contribs and see if you have any of the outdated contribs installed.

If you can't identify what is causing the problem you can post your list of panels and we can see if we can identify it.

i had looked at that..albiet not paying close attention  it would seem

service control was the culpert
