can i access "https://www.domain.com/user-password" from outside my lan?

You can configure it to be but it is highly advised not to do so security wise. Perhaps it is better (and more work off course) to setup VPN so external users can access the local network (and the password panel) from outside like they are inside the local network in a safe and encrypted manner.

i understand the rist i just need it so the member of the oraganization can have their email password change. can you tell me where or how i can setup to have it accessible from internet.
