Title: Where can I get the dev-tool rpms?

I'm sorry to post a newbie question, but I haven't used sme in a while. last time I did there was a set of "dev-tool" rpms I could install to get a c compiler and other things.
How do I do that now? Is it via a yum repo? I've some some searching but haven't found how to do this.
