The admin account is the "super user' or root account it has total access to everything on the system. It's a unix thing! As for the first part of your question elaborate a little bit more on what you did.

i first made an group

the group has 2 members who are not admins

then i made an i-bay

when open with http i can acces the site.

but when i tryed too acces it with ftp too put a site in it i could not get in.

only with the admin login i can get in the i-bay

so i wanna get in with 1 member of the group

and the admin must not have acces too that part.

i hope this is inuf information

Did you select the proper group for the ibay?
What setting did you choose for "User access via file sharing or user ftp"?

As Andrei said, the admin will always have access, being the Superuser.
