I have a very simple one domain email server set up using IMAP.
I have my admin@domain.com email forwarded to me@domain.com. I do this using setting in Server-manager "Forward email to address below". I do not have the "both delivery locally and forward" option selected. Normally, this works well and I do not have an email client set up to get email from the admin account, it comes to me@domain.com.
I was expecting to get an email sent to admin@domain.com but it did not come. I went looking to see if it was in the junkmail folder for me@domain.com, but it was not.
I set up a client to look for the admin@domain.com. The inbox was empty but the email I was looking for was in the junkmail folder of the admin@domain.com. All the other folders of this account are empty.
It would seem preferrable to have found the email in the junkmail folder of the forwarded account. Is this normal behaviour?

Yes.
You can permanently setup an additional IMAP folder/account for admin in your email client to allow you to view/read the admin junkmail folder (as you have done).
Alternatively disable junkmail filtering in server manager, and all mail will then go to the Inbox (for all users though).
