Tried to report a bug, Bugzilla froze and now reports mysql problems

This must have been a short duration glitch.  I have been checking the site at regular intervals today and did not notice any problems.  Just made a test bug report - its working.

I had the same issue and contacted the admin: this had to do with migration and restoration that is still in progress after the hardware crash from a few weeks ago.
