This looks like a bug or configuration issue with tftp:

Do you have the latest version of smeserver-tftp-server installed from the smecontribs repository? Also, is SAIL installed?

Installed: smeserver-tftp-server.noarch 0:1.0-2.el4.sme
Dependency Installed: tftp-server.i386 0:0.39-3.el4

So does it work now? If not, file a bug report against smeserver-tftp-server so the issue can be investigated further.
