No I dont think so
I have windows xp pro clients that get there ip via sme server joining the domain no problem, I could not advise you for win 9x systems though but I doupt if there would be many people using something like win98 at this stage.
At home I was using roaming profiles that works great when all the pc's have exactly the same software installed.
I have not tried vista yet or windows 7

I have played with various systems over the years, Clarkconnect, ebox ubuntu etc but for an out of the box set up and go it has to be sme server.

It would be nice to see some extras like sysmon etc as a base install but overall its very good.

As far as I remember a wins server is something windows 95 and 98 required but I dont think XP requires it

The reason I'm asking is because I cant seem to get my clients to join the domain when they connect through a openvpn router to openvpn running on my sme server

The DNS and Domain get passed to the clients, they can ping the server, but for some reason they cant join the domain and I was wondering if WINS had anything to do with it.

Your question isn't so much a question for SME as it is for Windows itself

Left to it's own devices your workstation won't resolve enough of it's questions - I think you would need to get pretty good with the lmhosts file to make this work

You have issues like broadcast address and DNS resolution to solve

SME Server includes a WINS server so try specifying your SME server in the WINS server settings of your network connection(s).

It's ok I have this issue partially resolved, the issue I am dealing with now is me other other post in regards to trusted networks.
