I was wondering why sme 7.4 use OpenSSH_3.9p1
When OpenSSH has newer versions??

because SME uses the same rpm of CentOS 4.x, which takes them from RHEL 4.x
don't bother about version number: RH is used to apply security patches.

you can follow this (http://help.webquarry.com/blogtest/2009/05/29/packaging-openssh-5-on-centos-47/) howto to create your openssh rpm to upgrade to 5.2
you should start from point 7 of the howto you linked, so you need to create your own template fragments to modify sshd_config
create group and users via server-manage panels
if you want to chroot users into their home you need to do the chown/chmod commands.. otherwise, if you need them to be jailed into an i-bay, you should not need anything else than create an i-bay and associate it to your group.
once you've done, if everything works, please create an how-to in the wiki, thank you
