Hi...
     Is this possible to authenticate ipcop through sme users?Means I want to access ipcop web page through sme users username and password.

I don't know what kind of auth is supported by ipcop, but you can auth users in 3 way:
- samba domain (NT auth)
- radius
- ldap.. in this case you have to install a contrib..

ipcop will support radius...so,how to integrate radius for ipcop or any other client??

Yes, I have done it several years ago.
I used SAMBA way (NT auth) and just worked.
 I´m sorry to say that installation was disabled by his new admin and moved to M$ Windows + ISA (argh!) so I cannot check exact configurations.
